submitted 21 years ago by Pub. L. 109-58 to r/title-42-THE-PUBLIC-HEALTH-AND-WELFARE · 233 words · no verdicts yet
The EPA must run a program testing advanced technologies for making biofuels, giving priority to projects that use less-common feedstocks and spread production across regions. It must fund at least 4 ways to make ethanol from biomass and 5 ways to make extra products alongside biodiesel. Congress may provide $110 million a year through fiscal year 2009.
(a) In general: If Congress provides the money described in (d), the Administrator* of the Environmental Protection Agency, working with the Secretary* of Agriculture and the Biomass Research and Development Technical Advisory Committee*, must establish the "Advanced Biofuel Technologies Program" to demonstrate advanced technologies for making alternative transportation fuels.
(b) Priority: In running the program, the Administrator must give priority to projects that spread alternative-fuel production across more regions and that use feedstocks making up 10 percent or less of the nation's ethanol or biodiesel production in the prior fiscal year.
(c) Demonstration projects: (1) In general: The Administrator must fund demonstration projects to: (A) develop at least 4 different ways to convert cellulosic biomass into ethanol; and (B) develop at least 5 technologies for making extra value-added products, such as fertilizers, herbicides, and pesticides, alongside biodiesel production. (2) Administration: These demonstration projects must be: (A) chosen through a merit-reviewed, competitive process; and (B) subject to the cost-sharing* rules in section 16352 of this title.
(d) Authorization of appropriations: Congress may provide $110,000,000 for each of fiscal years 2005 through 2009 to carry out this section.
Subject to the availability of appropriations under subsection (d), the Administrator* of the Environmental Protection Agency shall, in consultation with the Secretary* of Agriculture and the Biomass Research and Development Technical Advisory Committee* established under section 8605 1 of title 7, establish a program, to be known as the “Advanced Biofuel Technologies Program”, to demonstrate advanced technologies for the production of alternative transportation fuels.
In carrying out the program under subsection (a), the Administrator shall give priority to projects that enhance the geographical diversity of alternative fuels production and utilize feedstocks that represent 10 percent or less of ethanol or biodiesel fuel production in the United States during the previous fiscal year.
As part of the program under subsection (a), the Administrator shall fund demonstration projects—
to develop not less than 4 different conversion technologies for producing cellulosic biomass ethanol; and
to develop not less than 5 technologies for coproducing value-added bioproducts (such as fertilizers, herbicides, and pesticides) resulting from the production of biodiesel fuel.
Demonstration projects under this subsection shall be—
conducted based on a merit-reviewed, competitive process; and
subject to the cost-sharing* requirements of section 16352 of this title.
There are authorized to be appropriated to carry out this section $110,000,000 for each of fiscal years 2005 through 2009.
