42 U.S.C. § 17093 — Federal green building performance

(a) In general: By October 31 of each of the two fiscal years after this Act became law, and at other times the Comptroller General of the United States decides are appropriate, the Comptroller General must audit how this part of the law, section 6834(a)(3)(D), and section 17091 have been carried out since the last report, and send Congress, the Federal Director, the Advisory Committee, and the Administrator a report on the results. (b) Contents: Each audit must review, for the period the report covers: budget, life-cycle costing, and contracting issues, judged against best practices identified under section 17092(d); how well the Federal Director, the Office of Management and Budget, the Department of Energy, and other relevant agencies are coordinating; how well the Federal Director and other agencies are carrying out the implementation plan; the design stage of high-performance green building measures; data on high-performance building performance that has been collected and reported to the Office; and any other matters the Comptroller General thinks are appropriate. (c) Environmental Stewardship Scorecard: The Federal Director must work with the Advisory Committee to improve and help carry out two things: the Office of Management and Budget's government efficiency reports and scorecards, and the Environmental Stewardship Scorecard that was announced at the January 2006 White House summit on Federal sustainable buildings. Together these tools measure how well each Federal agency is carrying out sustainable design and green building initiatives.
