42 U.S.C. § 17331 — United States assistance for developing countries

(a) Assistance authorized. The Administrator of the U.S. Agency for International Development must support policies and programs in developing countries that promote clean and efficient energy technologies. This means (1) helping create market conditions for private companies to deliver energy and environmental management services; (2) creating an environment that welcomes clean energy technologies to cut greenhouse gas emissions, including (A) improving policy, legal, and regulatory frameworks, (B) building institutional ability to provide energy and environmental management services, and (C) raising public awareness and participation in decisions about delivering those services; and (3) promoting American-made clean and efficient energy technologies, products, and services. (b) Report. USAID's Administrator must send Congress's relevant committees an annual report on how this section is being carried out, for each fiscal year from 2008 through 2012. (c) Authorization of appropriations. Congress authorized $200,000,000 per year for USAID to carry out this section, for fiscal years 2008 through 2012.
