(D) Updating standards. As soon as practicable after the Agriculture Department and Health and Human Services Department publish a new edition of the Dietary Guidelines for Americans under 7 U.S.C. § 5341, the Secretary must review the school nutrition standards and requirements established under this subsection and update them as necessary. (2) Implementation. (A) Effective date. (c) Transfer of funds; reserve for special projects. The Secretary’s regulations may allow a State to transfer funds between programs authorized under this chapter and the Richard B. The regulations may also reserve up to 1 percent of the funds available for apportionment to a State for special developmental projects.
