Existing small-business contracting rules still apply to contracts awarded under this Act. That includes Federal Acquisition Regulation Part 19 and section 644 of title 15. No one can waive these rules for this law's programs.
Part 19 of the Federal Acquisition Regulation, section 644 of title 15, and any other applicable law or regulation setting procurement requirements for small business concerns (as defined in section 632 of title 15) may not be waived for any contract awarded under any program or other authority created by this Act or its amendments.
