NASA must work with NOAA and the U.S. Geological Survey to build a formal system for moving NASA's research findings and technology into regular NOAA and USGS operations. NASA may consider setting up a special office to manage this handoff. A plan for how this will work is due to Congress within 90 days.
The Administrator* must coordinate with the head of NOAA* and the Director* of the U.S. Geological Survey to build a formal system that plans, coordinates, and supports moving NASA's research findings, assets, and capabilities into NOAA's and USGS's regular operations. In building this system, NASA* should consider setting up a formal or informal Interagency Transition Office. The Administrator must give Congress an implementation plan for this system within 90 days after October 11, 2010.
The Administrator* shall coordinate with the Administrator of NOAA* and the Director* of the United States Geological Survey to establish a formal mechanism that plans, coordinates, and supports the transitioning of NASA* research findings, assets, and capabilities to NOAA operations and United States Geological Survey operations. In defining this mechanism, NASA should consider the establishment of a formal or informal Interagency Transition Office. The Administrator of NASA shall provide an implementation plan for this mechanism to Congress within 90 days after October 11, 2010.
