The Director must fund competitive research awards on climate change. This research should improve understanding of the climate system. It should also cover related human and environmental systems.
The Director* must make competitive awards to institutions of higher education or nonprofit organizations, including groups of them working together, to fund research that improves our understanding of the climate system and the human and environmental systems connected to it.
The Director* shall make awards, on a competitive basis, to institutions of higher education or non-profit organizations (or consortia of such institutions or organizations) to support research to improve our understanding of the climate system and related human and environmental systems.
