The Director must look for ways to use international research resources that help the United States. This can include joint research foundations and staff visits to foreign science facilities. The Director must also set policies, including training, to guard against risks like foreign influence and stolen ideas.
The Director* must look for and pursue chances to use international research capabilities and resources that fit the Foundation's and the U.S. research community's priorities and that could benefit America's prosperity, security, health, and well-being. This can include working through binational research and development organizations and funds, and sending teams of Foundation scientific staff to visit scientific facilities and agencies in other countries. The Director must also set up and carry out policies — including research security training requirements — to reduce the risks that come with these interactions, such as risks to protecting intellectual property and risks of foreign countries improperly influencing research.
The Director* shall explore and advance opportunities for leveraging international capabilities and resources that align with the Foundation and United States research community priorities and have the potential to benefit United States prosperity, security, health, and well-being, including through binational research and development organizations and foundations and by sending teams of Foundation scientific staff for site visits of scientific facilities and agencies in other countries. The Director shall establish and implement policies, including through any research security training requirements, to mitigate the potential risks of such interactions, including risks to the protection of intellectual property and the risk of undue foreign influence on research.
