The Director must fund research on how social media and technology affect mental health. This work focuses especially on children, teens, and struggling communities. The Foundation must coordinate with agencies like Health and Human Services to avoid duplicating work.

(a) In general. The Director must make merit-reviewed, competitive awards to fund research and development that: builds understanding of how people, especially children and teens, access and use social media and consumer technology, and how that connects to mental health, behavior, and substance use disorders; and explores the role social media and consumer technology play in rising mental health and substance use disorder rates, including in communities facing long-term economic hardship. (b) Coordination to avoid duplication. When making these awards, the Director must consult, collaborate, and coordinate with other relevant federal agencies, including the Department of Health and Human Services, so the research does not duplicate work already being done.
