The Commission may distribute byproduct material to foreign nations and people outside the United States, and may license others to do so. It must refuse a distribution it believes would harm the common defense and security.

(a) The Commission may cooperate with any nation by distributing byproduct material. It may also distribute that material under an agreement for cooperation to which the nation is a party and that was made under section 2153 of this title.

(b) On an outside person’s application, the Commission may distribute byproduct material to a person outside the United States and charge the amount that would be charged for the same material distributed inside the United States. It may not distribute the material if, in its opinion, doing so would harm the common defense and security. It may require reports about use of material distributed under this section.

(c) The Commission may license others to distribute byproduct material to people outside the United States under the same conditions, except for charges, that would apply if the Commission made the distribution itself.
