Congress may fund this part of the law for fiscal years 2003 through 2007, and the money stays available until it's spent. This covers both running the program and paying benefits. But the Secretary can only pay benefits under sections 239c, 239d, or 239e if Congress has actually provided the money.
Congress is authorized to appropriate whatever money is necessary to carry out this part, for each fiscal year from 2003 through 2007. That money remains available until it is spent — it doesn't expire at the end of the fiscal year. It can cover both administrative costs and the costs of providing and paying benefits. Any benefit the Secretary* pays under section 239c, 239d, or 239e depends on Congress actually appropriating the funds under this section — no appropriation, no payment.
For the purpose of carrying out this part, there are authorized to be appropriated such sums as may be necessary for each of the fiscal years 2003 through 2007, to remain available until expended, including administrative costs and costs of provision and payment of benefits. The Secretary’s payment of any benefit under section 239c, 239d, or 239e of this title shall be subject to the availability of appropriations under this section.
