42 U.S.C. § 254s — Native Hawaiian Health Scholarships

(a) Eligibility: If Congress appropriates money under subsection (d), the Secretary must give it to Papa Ola Lokahi to fund scholarships for students who (1) meet the same requirements as the regular Scholarship Program under section 254l(b), and (2) are Native Hawaiian. (b) Terms and conditions: (1) These scholarships follow the same terms, conditions, regulations, and rules as regular Scholarship Program awards under section 254l. (2) The Indian Health Service cannot administer this Native Hawaiian program. (c) "Native Hawaiian" defined: For this section, "Native Hawaiian" means anyone who is (1) a U.S. citizen, (2) a Hawaii resident, and (3) a descendant of the people who lived in and governed the area that is now Hawaii before 1778, as shown by (A) genealogical records, (B) verification from Kupuna (elders) or Kama'aina (long-term residents), or (C) Hawaii birth records. (d) Authorization of appropriations: Congress is authorized to appropriate $1,800,000 for each of fiscal years 1990, 1991, and 1992, to fund these scholarships.
