42 U.S.C. § 285a–4 — President’s Cancer Panel; establishment, membership, etc., functions

(a)(1) The President's Cancer Panel (the "Panel") has three members, appointed by the President, who are exceptionally qualified to judge the National Cancer Program. At least two must be distinguished scientists or physicians. (2)(A) Members serve three-year terms. If someone is appointed to fill a vacancy that opened before the previous member's term ended, they only serve the rest of that term. A member can keep serving until their replacement takes office. If a seat becomes vacant, the President must fill it within 90 days. (B) The President names one member to chair the Panel for a one-year term. (C) Members get paid a daily rate equal to the annual pay for GS-18 (including travel time) for each day they do Panel work, plus travel reimbursement and other expenses under Title 5. (3) The Panel meets when the chairman calls a meeting, but at least four times a year. A transcript is kept of every meeting, and the chairman must make it available to the public. (b) The Panel monitors how the National Cancer Program is being developed and carried out, and reports directly to the President. Any delays or roadblocks in running the Program must be brought to the President's attention right away. The Panel must send the President periodic progress reports, and must send the President, the Secretary, and Congress an annual evaluation of how well the Program is working, along with suggestions for improvement, plus any other reports the President asks for.
