42 U.S.C. § 286b–4 — Assistance for projects in sciences related to health, for research and development in medical library science, and for development of education technologies

(a) Compilation of existing and original writings on health. The Secretary makes grants to physicians and other health-science practitioners, to scientists, and to nonprofit institutions acting on their behalf. The money funds compiling existing writings, or creating new writings, about scientific, social, or cultural progress in the health sciences. When making these grants, the Secretary must also arrange for the Library's facilities — and the facilities of nonprofit colleges' and universities' libraries — to be available for these projects. (b) Medical library science and related activities. The Secretary makes grants to qualifying public or private nonprofit institutions, and signs contracts with qualifying people, to fund research, investigations, and demonstrations in medical library science. This includes developing new techniques, systems, and equipment for processing, storing, retrieving, and sharing health-science information. (c) Development of education technologies. The Secretary makes grants to public or nonprofit private institutions to research, develop, and demonstrate new education technologies. Eligible projects include: (A) using computers to teach and test clinical skill at health-profession and research institutions; (B) moving new findings from research labs into real clinical use; (C) expanding lab and clinical use of computer-stored research databases; and (D) testing new technology for training health care workers. The Secretary cannot make one of these grants unless the applicant agrees to make the projects available for training health-profession students and for improving health professionals' research and teaching abilities.
