42 U.S.C. § 290a — Victims of fire

(a) Research on burns and rehabilitation. The Secretary of Health and Human Services must set up an expanded research program on burns, burn treatment, and rehabilitating fire victims. This program sits within the National Institutes of Health and works with the Administrator of FEMA. Through this program, the National Institutes of Health must: sponsor and encourage twenty-five new burn centers nationwide — separate hospital facilities offering specialized burn treatment along with research and teaching programs — plus twenty-five new burn units, which are specialized sections inside general hospitals used only for burn patients; train and keep supporting the specialists who staff these new centers and units; sponsor and encourage ninety burn programs inside general hospitals, staffed by burn injury specialists; provide special emergency-care training for treating burn victims; increase its support for burn and burn-treatment research; run and support a systematic research program on smoke inhalation injuries; and sponsor and support other research and training programs on treating and rehabilitating burn victims. (b) Funding. Congress authorized no more than $5,000,000 for the fiscal year ending June 30, 1975, and no more than $8,000,000 for the fiscal year ending June 30, 1976, to carry out this section.
