42 U.S.C. § 290ll — Fellowships

(a) In general: The Secretary must run a program called the Minority Fellowship Program. Through it, the Secretary awards fellowships — which can include stipends — to (1) help mental health and substance use disorder practitioners better diagnose, prevent, treat, and support recovery for racial and ethnic minority patients; (2) improve the quality of prevention and treatment services these populations receive; and (3) grow the number of culturally competent professionals in this field who teach, run programs, do research, or provide direct care to racial and ethnic minority populations. (b) Training covered: These fellowships pay for training after a bachelor's degree — including master's and doctoral degrees — for professionals in fields like psychiatry, addiction medicine, nursing, social work, psychology, marriage and family therapy, mental health counseling, and substance use disorder counseling. (c) Authorization of appropriations: Congress authorizes $25,000,000 for this program for each fiscal year from 2023 through 2027.
