42 U.S.C. § 300cc–16 — Research centers

(a) In general: (1) The Secretary, acting through the Director of the National Institute of Allergy and Infectious Diseases, may give grants to and sign contracts with public and nonprofit private groups. The money helps them plan, set up, or strengthen centers that do basic and clinical research on AIDS and that train people in advanced ways to diagnose, prevent, and treat it, and it can cover the centers' basic operating costs. (2) These grants and contracts must follow policies the Secretary sets, through the Director of NIH, after consulting the advisory council for the National Institute of Allergy and Infectious Diseases. (3) The Secretary must make sure that, where appropriate, the clinical research done under (1) includes women, children, people with hemophilia, and minorities as research subjects. (b) Use of financial assistance: (1) Money given under (a) can be spent on (A) renovating or leasing space, (B) staffing and other basic operating costs, including the patient care costs that clinical research requires, (C) clinical training on AIDS, including for allied health professionals, and (D) demonstration projects, including projects that monitor infected individuals long-term or treat them as outpatients. (2) This money cannot be used to pay for research training that could instead be funded through Ruth L. Kirschstein National Research Service Awards under section 288. (c) Duration of support: A center can be funded under (a) for up to five years at a time. The Director can extend that funding for more five-year periods, but only if a technical and scientific peer review group reviews the center's work and recommends the extension. (d) Authorization of appropriations: Congress could appropriate whatever money was needed to carry out this section.
