This section says nothing in this part can be read to loosen any federal-law limit on how much grant money can be used to prepare or submit reports. It only protects existing reporting-fund restrictions from being weakened.
Nothing in this part may be construed to ease any restriction in Federal law applicable to the amount or percentage of funds appropriated to carry out this part that may be used to prepare or submit a report.
