42 U.S.C. § 300ff–121 — Minority AIDS initiative

(a) In general
This section funds work to study and reduce the unequal impact of HIV/AIDS^* on racial and ethnic minorities — including African Americans, Alaska Natives, Latinos, American Indians, Asian Americans, Native Hawaiians, and Pacific Islanders — and to close gaps in their access, treatment^*, care, and outcomes. Congress may appropriate $131,200,000 for fiscal year 2007, rising each year to $169,077,000 for fiscal year 2013, with set amounts for each year in between. The Secretary^* must create a formula for grants under subsection (b)(1)(A) and (B) that funds areas based on how much they're affected by HIV^*/AIDS^*.

(b) Certain activities
(1) With this money, the Secretary must fund: (A) emergency assistance under part A; (B) care grants under part B; (C) early intervention services under part C; (D) HIV-related care services under part D; and (E) education and training center activities under section 300ff–111.
(2) The Secretary must split the money as follows each year: a set amount (rising from $43,800,000 in 2007 to $54,105,000 in 2013) for supplemental grants that reduce racial and ethnic health disparities; a set amount (rising from $7,000,000 in 2007 to $10,145,000 in 2013) for education and outreach that helps minorities access treatment through the therapeutics program in section 300ff–26; a set amount (rising from $53,400,000 in 2007 to $71,012,000 in 2013) for planning, capacity-building, and services grants to providers with a history of culturally and linguistically appropriate care for minorities; a set amount (starting at $20,448,000 in 2010 and rising to $23,671,000 in 2013) for closing disparities in care for minority women, infants, children, and youth; and a set amount (starting at $8,763,000 in 2010 and rising to $10,144,000 in 2013) for expanding training centers' capacity to build a health workforce skilled in HIV/AIDS care for minority adults, teens, and children.

(c) Consistency with prior program
The Secretary must run this section consistent with how this subchapter's activities were carried out under the 2002 Labor-HHS-Education appropriations law (Public Law 107–116).

(d) Synchronization of minority AIDS initiative
Starting in fiscal year 2010, the Secretary must line up this section's application and funding schedule with the matching parts of this subchapter: (1) subsection (b)(1)(A) follows part A's emergency-assistance schedule; (2) subsection (b)(1)(B) follows part B's care-grant schedule; (3) subsection (b)(1)(C) follows part C's early-intervention schedule; (4) subsection (b)(1)(D) follows part D's HIV-care schedule; and (5) subsection (b)(1)(E) follows section 300ff–111's education and training center schedule.
