This part of the law doesn't apply in a state if that state's top official tells the Secretary the state's own law matches this part closely enough.
This section lets a state* opt out of this part. If the state's chief executive officer certifies to the Secretary* that the state's own law is substantially consistent with this part, then this part doesn't apply in that state.
This part shall not apply in a State* if the chief executive officer of the State certifies to the Secretary* that the law of the State is substantially consistent with this part.
