42 U.S.C. § 300hh–36 — Leadership exchange pilot for public health and medical preparedness and response positions at the Department of Health and Human Services

(a) In general. The Secretary may, within 1 year of December 29, 2022, set up a voluntary program that gives extra training to people in "eligible positions" (defined in subsection (c)), to support their ongoing professional development. (b) Criteria. (1) Duration. The program must offer fellowships, details, or similar placements with federal agencies or departments, or with state or local health departments, for up to 2 years, following guidance issued under paragraph (2). (2) Guidance. The Secretary must issue guidance setting criteria for choosing placements that build real skill — including assignments that develop public health and medical preparedness and response expertise. (c) Eligible position — defined. An "eligible position" is any position at HHS at or above GS–13 (or the equivalent) where at least 50 percent of the person's time goes to public health preparedness or response work. (d) Pilot period and final report. The pilot cannot run for more than 5 years. Within 90 days after it ends, the Secretary must send Congress (the Senate HELP Committee and the House Energy and Commerce Committee) a report that includes: (1) how many people took part in the pilot; (2) a description of the professional growth experiences participants had; and (3) an assessment of the program's results, including a recommendation on whether to continue it.
