The EPA funds a grant program to help schools replace drinking fountains made before 1988. Grant money may also pay to monitor and report lead levels in school drinking water. The EPA gives priority to school districts with the greatest economic need.
(a) Establishing the program: No later than 1 year after October 23, 2018, the EPA had to set up a grant program to help local school* districts replace drinking water fountains that were made before 1988.
(b) Using the funds: Grant money must be used to pay for replacing those old fountains in schools. It may also be used to pay for monitoring and reporting lead levels in a district's school drinking water, if the EPA decides that's appropriate.
(c) Priority: When awarding funds, the EPA must give priority to school districts based on economic need.
(d) Funding: Congress could spend $5,000,000 for each of fiscal years 2019, 2020, and 2021 to run this program.
Not later than 1 year after October 23, 2018, the Administrator* shall establish a grant program to provide assistance to local educational agencies for the replacement of drinking water fountains manufactured prior to 1988.
Funds awarded under the grant program—
shall be used to pay the costs of replacement of drinking water fountains in schools; and
may be used to pay the costs of monitoring and reporting of lead levels in the drinking water of schools of a local educational agency* receiving such funds, as determined appropriate by the Administrator.
In awarding funds under the grant program, the Administrator shall give priority to local educational agencies based on economic need.
There are authorized to be appropriated to carry out this section $5,000,000 for each of fiscal years 2019 through 2021.
