The Secretary can only give a state a section 300k grant under one condition. The state's Medicaid plan must cover the breast and cervical cancer screenings required elsewhere in this law.
The Secretary* cannot give a state* a grant under section 300k unless that state's Medicaid plan — the plan it files under title XIX of the Social Security Act — already covers, as a Medicaid benefit, the breast and cervical cancer screening procedures required by section 300m(a)(2)(A) and (B): a physical breast exam plus a mammography, and a pelvic exam plus a pap smear.
The Secretary* may not make a grant under section 300k of this title for a program in a State* unless the State plan under title XIX of the Social Security Act [42 U.S.C. 1396 et seq.] for the State includes the screening procedures specified in subparagraphs (A) and (B) of section 300m(a)(2) of this title as medical assistance provided under the plan.
