42 U.S.C. § 300n–1 — Description of intended uses of grant

The Secretary won't give a state a grant under section 300k unless the state describes how it plans to spend the money. That description must identify the people and places in the state who need these services. It must explain how the state will provide and coordinate the services, and promise the money will be spent as efficiently as possible.
The Secretary* can't make a grant under section 300k unless the state's application includes a description that does four things. (1) It states the purposes for which the state* plans to spend the grant. (2) It identifies which populations, areas, and localities in the state need the services or activities described in section 300k(a). (3) It explains the services and activities the state will provide, including how they'll be coordinated with similar public and private services or activities. (4) It assures the Secretary that the state will spend the money in the most cost-effective way possible.
The Secretary* may not make a grant under section 300k of this title unless—
the State* involved submits to the Secretary a description of the purposes for which the State intends to expend the grant;
the description identifies the populations, areas, and localities in the State with a need for the services or activities described in section 300k(a) of this title;
the description provides information relating to the services and activities to be provided, including a description of the manner in which the services and activities will be coordinated with any similar services or activities of public and private entities; and
the description provides assurances that the grant funds will be used in the most cost-effective manner.
