The Secretary may give authorized assistance to an eligible recipient for a project at a military or Department of Energy installation that is closed or is closing or being realigned. The recipient need not own the property or hold a lease for any specified period.
Despite any other law, the Secretary* may provide an eligible recipient* any assistance available under this subchapter for a project* at a military or Department* of Energy installation that is closed or scheduled for closure or realignment. The recipient does not have to hold title to the property or a leasehold interest for any specified term.
Notwithstanding any other provision of law, the Secretary* may provide to an eligible recipient* any assistance available under this subchapter for a project* to be carried out on a military or Department* of Energy installation that is closed or scheduled for closure or realignment without requiring that the eligible recipient have title to the property or a leasehold interest in the property for any specified term.
