Congress finds that poorly controlled noise increasingly threatens health and welfare, especially in cities, and comes largely from transportation, machinery, appliances, and other products. It states a federal policy to protect people from harmful noise and coordinate research, standards, and public information.
(a) Congress finds that (1) inadequately controlled noise is a growing danger to the Nation’s health and welfare, especially in urban areas; (2) major noise sources include transportation vehicles and equipment, machinery, appliances, and other products in commerce*; and (3) State* and local governments have primary responsibility for noise control, but federal action is essential for major commercial noise sources where national uniformity is needed.
(b) Congress declares that United States policy is to promote an environment free from noise that threatens anyone’s health or welfare. This chapter therefore establishes coordination of federal noise research and control activities, authorizes federal noise-emission standards for products distributed in commerce, and provides the public information about those products’ noise emissions and noise-reduction characteristics.
The Congress finds—
that inadequately controlled noise presents a growing danger to the health and welfare of the Nation’s population, particularly in urban areas;
that the major sources of noise include transportation vehicles and equipment, machinery, appliances, and other products in commerce*; and
that, while primary responsibility for control of noise rests with State* and local governments, Federal action is essential to deal with major noise sources in commerce control of which require national uniformity of treatment*.
The Congress declares that it is the policy of the United States to promote an environment for all Americans free from noise that jeopardizes their health or welfare. To that end, it is the purpose of this chapter to establish a means for effective coordination of Federal research and activities in noise control, to authorize the establishment of Federal noise emission standards for products distributed in commerce, and to provide information to the public respecting the noise emission and noise reduction characteristics of such products.
