42 U.S.C. § 4958 — Limitation on funds appropriated for grants and contracts for direct cost of supporting volunteers in programs or projects

(a) Of money appropriated for this part under section 5081, no more than 30% for the year ending September 30, 1984, or any later fiscal year, may be obligated for the direct cost of supporting volunteers in programs or projects under grants and contracts made under section 5042(12). (b) After December 13, 1979, no money may be obligated under this part for a new project’s direct volunteer-support costs through a grant or contract unless the recipient was chosen competitively. The competition must include (1) public announcements of available funds, general selection criteria, and the application and review processes; and (2) a requirement that each applicant specifically identify the poverty or related problems the project will address, in enough detail to ensure volunteer assignments carry out this part’s purpose. The grant or contract must specifically identify those problems.
