42 U.S.C. § 4960 — Applications for assistance

The Director may not deny assistance solely because an applicant previously received assistance for a certain length of time. Assistance must be based on merit and VISTA goals while considering existing and potential projects.
When reviewing an assistance application under this part, the Director* may not deny it to a project*, program, or public or private nonprofit organization solely because of how long it had received assistance under this part before submitting the application. The Director must award assistance based on merit and to achieve VISTA* goals, considering the needs of projects existing on the submission date and potential new projects.
In reviewing an application for assistance under this part, the Director* shall not deny such assistance to any project* or program, or any public or private nonprofit organization, solely on the basis of the duration of the assistance such project, program, or organization has received under this part prior to the date of submission of the application. The Director shall grant assistance under this part on the basis of merit and to accomplish the goals of the VISTA* program, and shall consider the needs and requirements of projects in existence on such date as well as potential new projects.
