If the President determines that low-income people cannot obtain enough legal services to meet their needs because of a major disaster, the President must ensure that programs authorized by this chapter are conducted with advice and help from appropriate Federal agencies and State and local bar associations. The programs must be conducted consistently with this chapter’s goals.

This section does not define “low-income,” “adequate,” “major disaster,” or “appropriate.”
Whenever the President determines that low-income individuals are unable to secure legal services adequate to meet their needs as a consequence of a major disaster, consistent with the goals of the programs authorized by this chapter, the President shall assure that such programs are conducted with the advice and assistance of appropriate Federal agencies and State* and local bar associations.
