The Secretary* is authorized to advise, assist, and cooperate with other Federal agencies and with State* and other interested public and private agencies, in the planning and development of—
manufactured home construction and safety standards;
methods for inspecting and testing to determine compliance with manufactured home standards; and
model guidance to support the submission of the certification required under section 5403(i) of this title.
