42 U.S.C. § 5509 — Supervision of systems and programs by Secretary

(a) Monitoring and reports. Using the National Institute of Standards and Technology Director’s services and coordinating with suitable agencies, the Secretary^* must (1) monitor solar-heating and combined solar-heating-and-cooling systems installed in homes under this subchapter; (2) collect and evaluate their performance and operating data; and (3) periodically conduct studies and investigations and take other needed actions, including special reports to Congress when appropriate, so the programs under the Secretary’s responsibility carry out this subchapter’s policy effectively. (b) Standards and tests. In developing the performance standards and testing procedures required by sections 5503, 5504, and 5506, the Secretary must work closely with appropriate scientific, technical, and professional societies and industry representatives to use available expertise well. (c) Continuing contact. During and after these programs, the Secretary must maintain continuing contact with the building and related industries and interests and the scientific and technical community so the programs’ expected benefits are achieved and continue.
