The Secretary must reserve 3 percent of specified funds for direct grants to Indian tribes and tribal organizations and may reduce small tribal reporting burdens.

(a) Reservation. From amounts appropriated under section 625 for a fiscal year, the Secretary must reserve 3 percent for grants to Indian tribes and tribal organizations. The grants must be paid directly to tribes and organizations with a plan approved under this subpart, under section 629c(a). (b) Reporting. After consulting affected tribes, the Secretary must modify reporting requirements for a tribe, tribal organization, or tribal consortium receiving no more than $50,000 under this part in a fiscal year, limiting the administrative burden on a tribe receiving no more than $50,000 under this subpart. (c) Indirect costs. For sections 622(b)(14) and 624(e), an Indian tribal organization may choose to use the weighted average indirect-cost rates in force under 2 C.F.R. part 220 for its administrative costs instead of the percentage in those sections. (d) Definitions. “Indian tribe” and “tribal organization” have the meanings given in 25 U.S.C. § 5304(e) and (l), respectively. This section does not otherwise define those terms.
