42 U.S.C. § 6350 — Industrial insulation and audit guidelines

This section requires voluntary guidelines for industrial energy audits and insulation. It also requires an educational and technical-assistance program to promote those guidelines.
(a) Within 18 months after October 24, 1992, the Secretary*, after consulting utilities, major industrial energy users, and insulation-industry representatives, must establish voluntary guidelines for (1) auditing industrial facilities to find cost-effective energy-efficiency opportunities and (2) installing insulation to obtain cost-effective industrial energy-efficiency gains. (b) The Secretary must provide education and technical assistance promoting those guidelines.
Not later than 18 months after October 24, 1992, the Secretary*, after consultation with utilities, major industrial energy consumers, and representatives of the insulation industry, shall establish voluntary guidelines for—
the conduct of energy efficiency audits of industrial facilities to identify cost-effective opportunities to increase energy efficiency; and
the installation of insulation to achieve cost-effective increases in energy efficiency in industrial facilities.
The Secretary shall conduct a program of educational and technical assistance to promote the use of the voluntary guidelines established under subsection (a).
