This law doesn't change any city or county's existing power over land use planning. It also doesn't hand any new land-use authority to anyone else.
Nothing in this chapter takes away any power that counties and cities already have to plan or control land use.
Nothing in this chapter gives or transfers authority over land use to anyone else, either.
Nothing in this chapter constitutes an infringement on the existing authority of counties and cities to plan or control land use, and nothing in this chapter provides or transfers authority over such land use.
