This law gives the EPA billions of dollars to fund grants that help disadvantaged communities fight pollution and climate risks. Eligible groups — mostly nonprofits and tribal or local partnerships — can use the money for things like pollution monitoring and heat and wildfire protection. The EPA keeps 7 percent of the funds for its own administrative costs.

(a) Appropriation: Congress gives the EPA, for fiscal year 2022: (1) $2,800,000,000, available until September 30, 2026, to award the grants described in (b); and (2) $200,000,000, available until September 30, 2026, to give technical help to eligible groups getting these grants.

(b) Grants: (1) In general. The EPA must use the money from (a)(1) to award grants lasting up to three years to eligible groups, to fund activities in (2) that benefit disadvantaged communities, as the EPA defines that term. (2) Eligible activities. A group can use the grant for: (A) community-led pollution monitoring, prevention, and cleanup, plus investment in clean, low-emission, resilient technology, infrastructure, and job training; (B) fighting climate and health risks from urban heat islands, extreme heat, wood-heater smoke, and wildfires; (C) helping communities adapt and become more resilient to climate change; (D) cutting indoor toxic substances and indoor air pollution; or (E) helping disadvantaged communities take part in state and federal advisory groups, workshops, rulemakings, and other public processes. (3) Eligible entities. In this part, "eligible entity" means: (A) a partnership between (i) an Indian tribe, local government, or college or university, and (ii) a community-based nonprofit; (B) a community-based nonprofit by itself; or (C) a partnership of community-based nonprofits.

(c) Administrative costs: The EPA must set aside 7 percent of the money from (a) to cover its own costs of running this program.

(d) Definition of greenhouse gas: "Greenhouse gas" means six pollutants: carbon dioxide, hydrofluorocarbons, methane, nitrous oxide, perfluorocarbons, and sulfur hexafluoride.
