The EPA must hold a public conference on air quality modeling every three years, with input from scientists and state and federal agencies. Public comments and a transcript from each conference go into the record for related air quality rules.
(a) Conferences. Within six months of August 7, 1977, and at least every three years after that, the Administrator* must hold a conference on air quality modeling. The conference must pay special attention to modeling needed for part C of subchapter I, on preventing significant deterioration of air quality.
(b) Who takes part. The conference must include the National Academy of Sciences, state* and local air pollution agency representatives, and relevant federal agencies, including the National Science Foundation, the National Oceanic and Atmospheric Administration, and the National Institute of Standards and Technology.
(c) Comments and transcripts. Interested people can submit written comments, and a full transcript of the conference must be kept.
(d) Using the record. The comments and transcript from subsection (c) must go into the docket required when the EPA issues or revises any air quality modeling regulation under part C of subchapter I.
Not later than six months after August 7, 1977, and at least every three years thereafter, the Administrator* shall conduct a conference on air quality modeling. In conducting such conference, special attention shall be given to appropriate modeling necessary for carrying out part C of subchapter I (relating to prevention of significant deterioration of air quality).
The conference conducted under this section shall provide for participation by the National Academy of Sciences, representatives of State* and local air pollution control agencies, and appropriate Federal agencies, including the National Science Foundation; 1 the National Oceanic and Atmospheric Administration, and the National Institute of Standards and Technology.
Interested persons shall be permitted to submit written comments and a verbatim transcript of the conference proceedings shall be maintained.
The comments submitted and the transcript maintained pursuant to subsection (c) shall be included in the docket required to be established for purposes of promulgating or revising any regulation relating to air quality modeling under part C of subchapter I.
