The Secretary must set procedures for paying, reallocating, accounting for, and evaluating congregate services funding. The Secretary must also keep a reserve fund of up to 10 percent of annual appropriations to supplement grants when needed to maintain adequate service levels.
This section tells the Secretary* how to manage the money behind congregate services programs*.
(a) The Secretary must set up procedures to: make sure agencies and nonprofits get paid on time, including advance funding to cover startup costs (1); allow funds approved for a project's congregate services to be reallocated if those services aren't up and running within six months of approval (2); make sure that when funding is approved before a public housing project* is even built, services are ready by the time tenants who need them move in (3); set accounting and other standards to prevent fraud or misuse of the money (4); and make sure no more than 1 percent of the money appropriated each year goes toward the evaluation work required under section 8007(b)(1) (5).
(b) The Secretary must also keep a reserve fund, capped at 10 percent of each year's appropriated funds, to give extra money to agencies and nonprofits when the Secretary decides it's needed to keep service levels adequate.
The Secretary* shall establish procedures—
to assure timely payments to nonprofit corporations and public housing agencies for approved assisted congregate services programs* with provision made for advance funding sufficient to meet necessary startup costs;
to permit reallocation of funds approved for the establishment of congregate services in existing public housing projects and projects assisted under section 1701q of title 12 if the services are not established within six months of the notification date of funding approval;
to assure that where such funding has been approved for the establishment of congregate services for public housing projects and projects assisted under section 1701q of title 12 under construction or approved for construction, these services shall be in place at the start of the project’s occupancy by tenants requiring such services for maintaining independent living;
to establish accounting and other standards in order to prevent any fraudulent or inappropriate use of funds under this chapter; and
to assure that no more than 1 per centum of the funds appropriated under this chapter for any fiscal year may be used by public housing agencies and nonprofit corporations for evaluative purposes as required by section 8007(b)(1) of this title.
The Secretary shall establish a reserve fund, not to exceed 10 per centum of the funds appropriated in each fiscal year for the provision of services under this chapter, in order to supplement grants awarded to public housing agencies and nonprofit corporations under this chapter when, in the determination of the Secretary, such supplemental adjustments are required to maintain adequate levels of services to eligible project* residents.
