By late 1994, the Energy Secretary had to set up a program helping state and local groups adopt home energy efficiency rating systems. These systems must match the voluntary guidelines from section 8236.
This section is one undivided provision. No later than two years after October 24, 1992, the Secretary* had to establish a program that gives technical assistance to state* and local organizations. The purpose of this assistance is to encourage those organizations to adopt and use residential energy efficiency rating systems, as long as those systems are consistent with the voluntary guidelines issued under section 8236 of this title.
Not later than 2 years after October 24, 1992, the Secretary* shall establish a program to provide technical assistance to State* and local organizations to encourage the adoption of and use of residential energy efficiency rating systems consistent with the voluntary guidelines issued under section 8236 of this title.
