(1) The program must help grow a commercially workable and competitive industry so photovoltaic solar-electric systems become an option for the public and national fossil-fuel use is reduced. (2) It must reduce the Federal Government’s fossil-fuel costs.

(2) It must reduce the Federal Government’s fossil-fuel costs. (3) It must encourage Federal use of methods that minimize total costs over a project’s life. (4) It must develop performance data about the program.
The purpose of the program established by section 8272 of this title is to—
accelerate the growth of a commercially viable and competitive industry to make photovoltaic solar electric systems available to the general public as an option in order to reduce national consumption of fossil fuel;
reduce fossil fuel costs to the Federal Government;
stimulate the general use within the Federal Government of methods for the minimization of life cycle costs; and
develop performance data on the program established by section 8272 of this title.
