The Secretary must watch how States carry out their emergency energy-conservation plans. The Secretary can recommend changes to a State's Governor. Subsection (b) has been omitted from the published law.
(a) Monitoring. The Secretary* must monitor how States are carrying out their emergency energy-conservation plans, and the standby federal conservation plan. Based on what the Secretary sees, the Secretary can recommend changes to a State's plan to that State's Governor*, whenever the Secretary thinks a change is needed.
(b) Omitted. This subsection has been left out of the published law; no text is provided here.
The Secretary* shall monitor the implementation of State* emergency conservation plans and of the standby Federal conservation plan and make such recommendations to the Governor* of each affected State as he deems appropriate for modification to such plans.
