The Secretary may provide assistance under this part only if a cooperative association has enough members, technical help is committed, the assistance advances the part’s purposes, and the applicant meets an otherwise unmet need.
The Secretary* may not provide financial assistance under this part unless the Secretary determines that: (1) each assisted cooperative association has at least 15 active members, a majority of whom are low-income rural people; (2) adequate technical assistance is available and committed to the supported programs; (3) the assistance will materially advance this part’s purposes; and (4) the applicant is meeting or will meet a need for services, supplies, or facilities that otherwise is not being met.
No financial assistance shall be provided under this part unless the Secretary* determines that—
any cooperative association receiving assistance has a minimum of fifteen active members, a majority of which are low-income rural persons;
adequate technical assistance is made available and committed to the programs being supported;
such financial assistance will materially further the purposes of this part; and
the applicant is fulfilling or will fulfill a need for services, supplies, or facilities which is otherwise not being met.
