(a) Nothing in this subchapter authorizes or permits the Secretary, or an HHS employee or contractor, to mandate, direct, or control a Head Start program’s choice of curriculum, instructional program, or instructional materials. (b) Nothing authorizes a Head Start program or local educational agency to require the other to choose or use a particular curriculum or instructional program. (c) In this subchapter, “health,” when referring to services or care for enrolled children, their parents, or siblings, means physical and mental health.
