43 U.S.C. § 1302 — Resources seaward of Continental Shelf

This subchapter does not change the United States’ rights to natural resources in the Continental Shelf’s subsoil and seabed outside the area beneath navigable waters. The United States owns those resources and retains confirmed jurisdiction and control over them.
Nothing in this subchapter or subchapter II is considered to affect the United States’ rights to the natural resources* in the part of the Continental Shelf’s subsoil and seabed that lies seaward of and outside the area of land beneath navigable waters, as defined in section 1301 of this title. All those resources belong to the United States, whose jurisdiction and control over them are confirmed.
Nothing in this subchapter or subchapter II shall be deemed to affect in any wise the rights of the United States to the natural resources* of that portion of the subsoil and seabed of the Continental Shelf lying seaward and outside of the area of lands beneath navigable waters*, as defined in section 1301 of this title, all of which natural resources appertain to the United States, and the jurisdiction and control of which by the United States is confirmed.
