The Secretary may issue and publish regulations needed to carry out this chapter. The regulations must follow the cited Administrative Procedure Act subchapter.
he Secretary may issue and publish in the Federal Register, under subchapter II of title 5 chapter 5, regulations necessary to carry out this chapter.
The Secretary is authorized to issue and publish in the Federal Register, pursuant to subchapter II of chapter 5 of title 5, such regulations as may be necessary to carry out the purposes of this chapter.
