Subject to appropriations, the Secretary must use existing programs to advance work on subsidence and groundwater accounting when the Secretary considers it appropriate. The work should especially address drought-affected areas.
When the Secretary* considers it appropriate and subject to appropriations, the Secretary, through existing programs, must advance the identification, mapping, research, and monitoring of subsidence and the accounting of groundwater resources, especially in areas affected by drought.
As the Secretary* determines to be appropriate and subject to appropriations, the Secretary, through existing programs, shall advance the identification, mapping, research, and monitoring of subsidence and groundwater resource accounting, particularly in areas affected by drought.
