The Secretary must write the rules needed to run this grazing program. The Secretary can hire staff and spend money on necessary items like books and printing. Separately, the Secretary of Agriculture can keep studying and improving Alaska's reindeer industry.

This section covers how the grazing program is run day to day, plus a separate rule about reindeer. (a) Rules and running the program. The Secretary must issue all the rules and regulations needed to administer this subchapter and must carry out its provisions. To do that, the Secretary may (1) hire employees following civil service laws, and set their pay under the relevant chapters of title 5, and (2) spend money as needed to carry out the subchapter — including on personal service, rent for offices in Washington and elsewhere, law books, reference books, periodicals, and printing and binding. (b) Reindeer industry in Alaska. This part is separate from grazing districts. It lets the Secretary of Agriculture keep investigating, experimenting, and running demonstrations to help, improve, and grow Alaska's reindeer industry. If the Secretary of the Interior asks, the Secretary of Agriculture must also cooperate on matters involving the care of plant and animal life, including reindeer.
