To claim desert land, a person usually must be a citizen living in the state or territory where the land sits. Nevada is the only exception.
Except in Nevada, no one can enter, or claim, desert land unless they are a citizen who resides in the state or territory where that land is located.
Excepting in the State of Nevada, no person shall be entitled to make entry of desert lands unless he be a resident citizen of the State or Territory in which the land sought to be entered is located.
