The Secretary of the Interior can take any action needed to carry out this chapter's rules. This includes making any regulations necessary to put the chapter's provisions fully into effect.
This section gives the Secretary of the Interior broad power to carry out this chapter. The Secretary may perform any act, and make any rule or regulation, that is necessary to put the chapter's provisions fully into force and effect. The section does not limit what kind of acts or rules the Secretary may use, only that they must be necessary to make this chapter work.
The Secretary of the Interior is authorized to perform any and all acts and make such rules and regulations as may be necessary for the purpose of carrying the provisions of this chapter into full force and effect.
