43 U.S.C. § 397a — Advances for operation and maintenance of projects

Any money advanced, in the past or future, to operate or maintain a reclamation project (or part of one) goes into the reclamation fund. It can then be spent for the same purpose it was advanced for, just as if it had been specifically appropriated for that purpose.
Any money that has been, or will be, advanced to pay for operating or maintaining a reclamation project — or any division of one — must be deposited into the reclamation fund. Once there, it can be spent for the same purpose it was originally advanced for, exactly as if Congress had specifically appropriated it for that purpose in the first place.
Any moneys which may have been heretofore or may be hereafter advanced for operation and maintenance of any project or any division of a project shall be covered into the reclamation fund and shall be available for expenditure for the purposes for which advanced in like manner as if said funds had been specifically appropriated for said purposes.
