This section states the purpose behind the reclamation repayment law that follows. Congress wants a fair, workable plan for repaying the cost of building U.S. reclamation projects. Payments should adjust for good and bad farming years while still protecting the government's financial interest.
This section explains why the rest of this subchapter exists. Congress wants a workable, fair way to handle repayment problems for United States reclamation projects. It calls for construction charges* — the costs of building these projects — to be repaid in variable amounts that people can actually afford, met regularly and in full year after year.
Those amounts should be able to hold up during years of declining agricultural income and poor farming conditions, as well as during years of prosperity and good crop prices. At the same time, the plan must still adequately protect the government's financial interest in these projects.
To reach that goal, obligations to pay construction charges may be revised, or newly created, under the rules laid out in the rest of this subchapter.
For the purpose of providing for United States reclamation projects a feasible and comprehensive plan for an economical and equitable treatment of repayment problems and for variable payments of construction charges* which can be met regularly and fully from year to year during periods of decline in agricultural income and unsatisfactory conditions of agriculture as well as during periods of prosperity and good prices for agricultural products, and which will protect adequately the financial interest of the United States in said projects, obligations to pay construction charges may be revised or undertaken pursuant to the provisions of this subchapter.
